A Message from the Superintendent

Welcome to Our Strategic Plan

At Southern Oregon Education Service District (SOESD), we believe our greatest impact happens when we work together. Our five-year Strategic Plan provides a shared direction for how we will strengthen our agency, deepen our partnerships with school districts, and expand opportunities for the children, families, and communities we serve.

Our new mission, vision, and core values reflect both who we are and what we aspire to become. They remind us of our purpose, guide our decisions, and help us stay focused on what matters most: ensuring every child, family, and community is connected, supported, and prepared for the future.

A strategic plan is more than a document. It is a commitment to action, collaboration, and continuous improvement. Bringing our plan to life requires all of us—SOESD employees, component district partners, our Board, and the broader community. It also requires us to listen, learn, communicate openly, celebrate progress, and remain willing to adjust as we discover what works best.

We are committed to sharing our progress along the way. Here, you will find our full five-year Strategic Plan, quarterly updates shared with our Board, and additional progress reports that help make our work visible. These resources offer a window into what we are working toward, what we are learning, and how we are moving from vision to action.

Thank you for your interest in SOESD and for being part of the communities that make this work meaningful. Whether you work alongside us every day, partner with us through a local school district, or are simply interested in the future of Southern Oregon, we invite you to explore our plan and follow our progress.

We are growing together…and the future we envision is something we build together.

Best!
Mark Angle-Hobson

From Vision to Action

Our Five Strategic Pillars

The five strategic pillars organize the work that will move SOESD toward its vision. Select a pillar to explore the structure that will guide objectives, short-cycle actions, and measures of progress.

Pillar Champion:

Kylee Harrison, Assistant Superintendent

Strategic Aim:

We build and coordinate regional systems that expand equitable access to resources, services, and inclusive pathways so districts and partners are better positioned to support ALL students, including those furthest from opportunity.

Strategic Objectives

  1. Equitable Access Across Geography: Using community voice,  scale hub sites, itinerant teams, and virtual programs to offer reliable, high-quality services regardless of location, especially in rural communities.
  2. Specialized & Inclusive Systems: Provide key services to support districts and partners in expanding aligned, responsive programs for students across the region, such as students with disabilities, multilingual learners, early childhood, and learners with intensive/complex needs.
  3. Behavioral & Mental Health Continuum: Build and sustain a regional, multi-tiered continuum of services supporting families, schools, agencies, and tribes.
  4. Literacy & Transitions: Offer district aligned services and resources to strengthen early literacy and foundational skills for all students to make smooth transitions into kindergarten and from graduation to college/career and community living.

Short-Cycle Actions

  • Review, refine and deploy to districts the 2026-27 workbook for Special Education and Curriculum Directors.
    • Original document was presented to special education and curriculum leads to gather feedback on improvements in September.
    • Received feedback from Coordinators and Directors within SOESD regarding the importance of the document internally

Engaged staff throughout the development process to identify and contribute resources most relevant to their daily work. Introduced and shared the completed dashboard with staff across the agency.
