SOESD offers a full-service licensed teacher and classified substitute management system to meet the needs of districts. It includes recruiting, hiring, training, assignment, payroll and sub management services using the Frontline  system.


All applications for the 2021-2022 school year are closed. Applications will re-open for the 2022-2023 school year in June 2022!

Substitute Management with Frontline Education

As a substitute, you are able to use the same log in information to access forms, your electronic timesheet, and accept sub jobs! We use Frontline Education solutions to organize and manage all of your data.


Frontline Absence Management

SOESD Substitute Services uses Frontline Absence Management to schedule services.
There will be no timesheets to fill out as the online Absence Management system will be used to record all hours worked.

General Licensure Information

You must have your Oregon Teaching License before applying to be a Licensed Substitute. If you do not have a current Oregon Teaching License, contact the Oregon Teacher Standards and Practices Commission for more information:

TSPC Licensure Renewal Requirements

To renew your Oregon license, most license types require an application, fee, PEER form (if employed) and verification of Continuing Professional Development Units (PDUs):

A few license types require district sponsorship and proof of progress in your preparation program. Common document types required for reissuance of these sponsored licenses includes:

  • Employer Sponsorship Letter     to be obtained from a District
  • Official Transcript Submission
  • Letters from your college preparation program


Continuing PDUs

The following PDU Log/Certificate is used to report completion of Continuing Professional Development (PDUs). Upon completion of this form, please submit either through the Documents tab in your eLicensing account, or email to NOTE: Please do not submit any supporting documentation with your Log and Certificate. Upon review of your Log, the TSPC office will contact you if clarification is needed.
